Functionally it is a buckler (+1 AC, does not prevent use of shield hand). Any ranged attacks OR RANGED SPELL ATTACKS passing within 5' (adjacent box) of it are rerouted to the wielder. [Ed: If I've accidentally rolled the dice on the original target, the same roll will be used not a reroll)
