** they've run into difficulties! Apparently they're having to pay tribute to... something or else risk its wrath against the city. An agent of this power defeated Monstertown's strongest champion and the army that was sent against it was annihilated. The council is divided about how to deal with the threat, although a clear majority is in favor of paying the tribute and biding their time. The Kobolds, apparently, want the city to bow down entirely, while the Orcs want to sent the entire strength of the city against it. The other factions chart a more moderate course of appeasement.
