Concord of the Highways

The Concord of the Highways is the name of the Ubrekti-era treaty made with the conquered dog riding clans. It lays out the rights, rules, and responsibilities for both halfling nomads within the empire, as well as outside the empire. Although the Ubrekti Empire is long dead, the Concord has remained more or less intact with the successor states of the empire.

Although a fairly detailed set of traditions and understandings, in general it allows halflings traveling in their tribes free passage, grazing lands, and taxation exemption in exchange for sacred oaths of neutrality in times of war, and a complex system of non-currency tributes to local authorities. It applies equally to both boat and road tribes.

Note, it does not apply to individual or small groups of halflings traveling with adventuring parties.
