The Concord of the Highways is the name of the Ubrekti-era treaty made with the conquered dog riding clans. It lays out the rights, rules, and responsibilities for halfling nomads both within the empire, as well as outside the empire. Although the Ubrekti Empire is long dead, the Concord has remained more or less intact with the successor states of the empire.
