It lays out the rights, rules, and responsibilities for both halfling nomads within the empire, as well as outside the empire. Although a fairly detailed set of traditions and understandings, in general it allows halflings traveling in their tribes free passage, grazing lands, and taxation exemption in exchange for sacred oaths of neutrality in times of war, and a complex system of non-currency tributes to local authorities. It applies equally to both boat and road tribes.
